The Creekside Park Homeowners' Association Annual Meeting will be
Wednesday, February 10, 7pm, at the Mt. Pleasant Town Hall Municipal Court.

The agenda includes election of officers, review of goals and objectives, and announcing improvements to the boat landing.

CPCP dues will increase from $150 to $165, payable at the Annual Meeting or by mail to Dorsey Condon, Treasurer, 729 Creekside Dr. A drawing will be held at the meeting for the credit of 2010 dues ($165 value). One entry per household; you must be present to win.

President's Message: Your Creekside (CPCP) Homeowners Board had a good year! Here are Goals & Objectives we accomplished in 2009:
To Promote Camaraderie Among Neighbors:
1. Social Committee March 2010 Social planned;
2. District Reps distributed homeowner packets to new neighbors;
3. Guest speakers at monthly board meeting included Hunter Kerrison (Women's Club), Jay White (Men's Club), Fred Scott and Mark Ragsdale (Tennis/Swim Club).

To Ensure Neighborhood Safety & Security:
1. Mt. Pleasant Police Officer Meiner spoke on Crime Prevention;
2. Town Administrator Mac Burdette spoke on Hurricane Emergency Preparedness (see reports at www. creeksideconnection. blogspot.com);
3. Boat landing gate is scheduled for repairs.

To Enhance Neighborhood Beautification:
1. Parks and common property kept mowed and clean;
2. Tree maintenance, removal of dead trees and limbs;
3. Approved funding for city water and one additional light at the boat landing.

To Keep the Community Informed:
1. Summer and Winter newsletters distributed;
2. Residents invited to Board meetings;

It's About Respect
Creekside is a wonderful place to live. To keep it that way, residents agree to follow the Homeowner Association's common sense by-laws. Yet, every year there are the same complaints: loose dogs, debris dumped in common areas, park access blocked, overnight parking in the street, abuse of the boat landing. It's enough to make the neighbors cranky. Ever wish you could give out tickets for dumb moves? Better yet, wouldn't it be nice to pass out respect.

Consider these friendly reminders: If you don't want debris in your yard, put it in your driveway - don't put it in your neighbor's yard or common areas.

Clean up after your dog. Pick up litter. Wear reflective clothing when walking at
night. Don't cut through a neighbor's yard. Keep track of your children.

Watch out for your neighbors. There are no sidewalks so strollers, children, and walkers have to use the street. Park in your driveway - especially at night. Do not park overnight in common areas. Report suspicious activity. Get to know your neighbors. Submit construction plans to the Architectural Review Committee. Drive slowly. Be thoughtful. Participate in neighborhood clubs and activities.

In other words, be a good neighbor. You'll earn the respect of your neighbors and maybe you'll feel self-respect, too.

Hello Neighbors!
The Creekside Park Homeowners' Association wants to inform, serve, and generate positive activities in our wonderful neighborhood. There are many clubs and committees to suit your interests and many ways to be involved - from single tasks to serving on the board. We invite you to attend a meeting, visit a web site, and join your friends and neighbors in caring for Creekside.

President's Message:
As July 4th approaches and we have thoughts of celebrating Independence Day, we are reminded of the many freedoms that we have in the United States. Under the Bill of Rights, we have the right to assemble.

As you read this newsletter, you will note the many opportunities we have in Creekside to “assemble” and to get involved. Your Homeowners CPCP Board invites you to join one of our subcommittees listed on our website (http://www.creeksideconnection.blogspot.com/). Just call one of the Board members on the subcommittee and tell him/her that you would like to be a member. We also invite you to attend our Board meetings, which are held the first Monday of every month (except July). Neighborhood Clubs

Creekside Tennis and Swim Club is a low country treasure featuring 11 lighted tennis courts, hitting wall, large pool with a tiki hut and a clubhouse nestled beneath grand oaks.

Club memberships are available at different pricing options depending on your needs. We offer family and individual tennis only, swim only and tennis & swim memberships. In addition, new in 2009, is a “pay as you play” tennis membership where members pay a small court fee each time they use the facility.

Creekside Tennis & Swim offers camps for children ages 5 – 18. There are tennis only, tennis & swim, and single day tennis options. Camps run each week from June 1st – July 27. The Club also offers a variety of tennis, swim and fitness lessons for adults and kids. We offer private, semi-private and group lessons.

Monday – Saturday: 9 am to 9 pm or until the end of the last court reserved
Sunday: 9 am to 6 pm or until the end of the last reserved

Creekside Men's Club is a very active group that supports the neighborhood year-round. Events include New Year's Eve Celebration, cooking for home swim meets, July 4th Parade and Creek Float, Halloween Hayride, and Christmas Parade Float. There are monthly men’s nights, donations to the Ronald McDonald House, construction and maintenance of the Tiki Hut, and numerous social occasions. Membership is open to all men in the neighborhood and fees are $100/year.

Get ready for the Men's Club July 4th Celebration! Families decorate bikes,
golf carts, and pets, then meet at the Tennis and Swim Club at 8am for the parade around Creekside Drive, to Scottland Drive, down Angus Court and back to the clubhouse for refreshments. If you are not in the parade, come wave a flag as your neighbors pass by. In the afternoon, bring your favorite float to the dock and drift down Shem Creek. Time and tides to be announced. That evening, return to the pool for a band party. For more information, contact club president Jay White at psychologyboy@comcast.net.

Creekside Women's Club
celebrated a busy year full of holiday-related fanfare, neighborhood enhancements, charitable acts, and social gatherings. Activities included Easter Egg Hunt, garage sale, socials, Halloween Carnival, MUSC Charity Dinners, Yard of the Month, Christmas Carolling and luminaries, and neighborhood directories. Appreciation is extended to the membership. Notable leadership was recognized including Deanna Jordan, past president, and notably Cammie McInerney, Jessica Browning, Galen Howell, Ellen Henderson, Bessie Gantt, Kathleen Savage, and Amy Jenkins. Dues should be paid to Creekside Women’s Club by June 30. Drop off to Cammie McInerney, treasurer, at 934 Scottland Drive. Please note a change in dues structure. The membership fee for social and family events is $35 (reduced by 15 dollars). A new social membership only addresses the fact that some women are no longer participating in family events and wish to attend only social functions. For social, please pay $25 dollars. Mark you calendars for the Saturday, June 20 Creekside Yard Sale. Volunteers signed up for this year’s events and services, but there is lots more room for both leadership and helpers! We welcome your involvement on any level. Event and Service Chairs will take the place of the previous president position. HURRICANE EMERGENCY PREPAREDNESS

LISTED BELOW ARE BULLET POINTS FROM MAC BURDETTE’S TALK

BEFORE THE HURRICANE

1. There should be voluntary evacuation for Hurricanes, Category #2 or above.
2. Shelters will be crowded so it is advisable to leave town, if possible. There will be no shelters in Mt. Pleasant. All shelters are approved by the Red Cross.
3. Families should take only one vehicle and no boats. Second or third cars can be parked in a high parking lot or at Town Center.
4. If you have an elder family member in a nursing or retirement home, you need to take the responsibility to evacuate him/her. If there are “shut-ins” in Creekside, notify the Fire Department.
5. There is only one shelter for pets. Families should take the responsibility for evacuating their pets.
6. Important documents should be kept in one place in your home so that they can be retrieved quickly. Insurance, including flood insurance, papers should be included in your packet; check your policy now to make sure that you have adequate coverage. Having flood insurance, as well as earthquake coverage, is advisable.
7. There will be reversal of lanes on I-26.
8. You should anticipate three weeks without power/electricity.
9. Anticipate that many stores will be closed for some time interval, so plan to bring back necessary food, ice, etc. upon returning. Plan to be as self-sufficient as possible.

AFTER THE HURRICANE

1. The first job for the Town of Mt. Pleasant is rescue. It will do damage assessment and inform the county, governor and the President of the United States.
2. The Town of Mt. Pleasant has a mutual agreement with Greer and Rockhill that, in the event of a disaster, they will support each other. Biloxi will also probably help since we helped them after Katrina.
3. ECCO, East Cooper Community Outreach, will provide services. The staging location is the North Charleston Coliseum.
4. There will be localized communication sites throughout Mt. Pleasant, about a mile from each other. These will provide information to and take information from neighborhoods and individuals. They may be located in a tent or empty building, i.e. KFC.
5. Mt. Pleasant’s “essential” personnel will not leave town. “Non-essential” employees return within 8 hours. The Recreation Department will be responsible for food distribution for employees only.
6. All roofers and construction workers must have “permits.” Make sure that all workers you use have permits.
7. The County will contract for cleaning up debris. There will be “grids” and contractors will bid on jobs in grids.
8. FEMA will be back. There will be teams to survey area and report back to the Town of Mt. Pleasant. FEMA will help pay for debris removal, but with Hugo, we had to get the debris to the streets for pickup.
9. Mt. Pleasant will have PODS for distribution of water and food for the public at central locations.
10. If Mt. Pleasant experiences a hurricane like Katrina, 25% of the houses will be uninhabitable. Creekside will not have a surge, but will have rising water.
11. As with the attitude of the people after Hugo, people helping each other and organizing clean-up in their neighborhoods will speed up recovery immensely.
12. More injuries and deaths were “after” Hugo, i.e. chain saws, electrical.
13. Shelters will be open after a major hurricane.
14. There should be garbage pickup after 2 weeks, as we had after Hugo.
15. No one should die because of a hurricane if they prepare, evacuate, follow outlined procedures and are cautious during clean-up.
16. Emotional support is as important as practical/physical support!

SPEAKER, CREEKSIDE (CPCP) HOMEOWNERS BOARD MEETING
September, 2009

Mac Burdette, Mt. Pleasant Town Administrator, was the speaker at the Creekside (CPCP) Homeowners Board Meeting in September. He gave us a very informative and reassuring talk on Emergency Preparedness prior to a hurricane as well as actions that “will” and “should be” taken in the aftermath of a hurricane, both by the Town of Mt. Pleasant and its residents, respectively. Mr. Burdette reminded us that Hurricane Hugo was the first costly hurricane and first major disaster in decades and that much planning had been done since it hit our shores and devastated our community September, 1989. He outlined the extensive plans that the Town of Mt. Pleasant has taken since that time to organize and better prepare before and after a hurricane. He cited the resiliency of the people after Hugo and how that alleviated both the emotional and physical impact. He said that without that, the recovery would have even taken longer. The clean-up of debris took 6 months and it stretched for 4 miles, was 60 feet high along a stretch of land where I-26 was being built.

In reading past minutes and records of the Creekside Homeowners Association after Hugo, we were reminded that there had been a $200 per lot special assessment for removal of debris, etc. from common property areas. We lost more than 1000 trees (mostly pine) in our parks. The cost of the tree cutting, tree trimming, cutting logs, piling debris, stump grinding, loading , hauling and clean-up was about $33,000.

MESSAGE FROM OFFICER MIKE MEINER

BE VIGILANT!

Mike Meiner, from the Mt. Pleasant Police Department’s Crime Prevention Unit, spoke at the Creekside (CPCP) Homeowner’s Board Meeting August 3rd. He reported on current criminal trends in Mt. Pleasant. He said that there were many car break-ins with items stolen such as GPS’s, but that 80% of the cars were “unsecured” or unlocked. Many scams and fraud schemes were circulating among neighborhoods and we need to be aware (and beware) of these. He said that people cannot solicit in Mt. Pleasant without a license. Fraudulent checks are a problem because people are throwing into the trash, bank checks and the checks that come in the mail. Officer Meiner highly recommended shredding them. He said that we should not pre-pay for construction work because we have little recourse when workers skip town before work is completed. Keeping beer in unlocked refrigerators in garages is a temptation and a no-no. Officer Meiner also said that professionals come in town, especially on holiday weekends, and burglarize homes for silver and jewelry. Others steal electronic devices.

The best prevention and crime deterrent is VIGILANCE! Officer Meiner said that we need to look out for each other and report any suspicious activity—including attempted child abductions!

We were advised to contact www.mountpleasantpolicedepartment.com for daily crime reports, reports of suspicious activity and crime statistics. We can also call 884-4176 for residence checks when we are out of town.

May Board Meeting Minutes

CREEKSIDE (CPCP) HOMEOWNERS BOARD MEETING

Minutes May 4, 2009

The regular meeting of the Creekside (CPCP) Homeowners Board was held Monday, May 4, 2009, at the home of Betty White. Members in attendance: Betty White, Dorsey Condon, Jamie Bruce, Kelly White, Becky Campbell, Mike Frenzel and Carolyn Yarbrough. Members absent: Nancy Harlan, Millie Day, Henry Savage, Pat Tobin.

Guest Speaker: Hunter Kerrison discussed the organization and activities of the Creekside Women’s Club.

The minutes of the April meeting were read and approved.

Dorsey Condon, Treasurer, distributed the Treasurer’s Report and stated that 11 families had not paid their dues. She said that she would send certified letters, at the end of June, to those people with dues still outstanding. Subsequent action, i.e. fines and liens, would be discussed at a later meeting.

Jamie Bruce reported that new neighbors, Scott & Stephanie Meadows, had moved into a house on Shetland Court, in his district. He said that he would take a new homeowners packet to them.

PARKS & PLAYGROUND

It was reported that tree limbs and yard debris were being put in the easement areas, blocking the entrances to the park. Carolyn Yarbrough said that they would check the easement areas, as well as other areas in the park that need to be cleaned up. Carolyn also reported that the Women’s Club members, with Garden Club donated money, had planted around the Creekside sign.

BOAT LANDING

It was suggested that, at the annual meeting, new boat landing keys be distributed by the Treasurer, Dorsey Condon.

GOALS & OBJECTIVES:

CAMARADERIE SUBCOMMITTEE

Kellie White and Becky Campbell reported on the planning of a neighborhood “Social” and said that Paulette Cantey had agreed to chair the committee. They said that the former 2008 committee members were being contacted to see if they wanted to serve again this year. Suggestions: barbecue, block party, oyster roast.

SAFETY & SECURITY SUBCOMMITTEE

Jamie Bruce suggested that someone from the Police Department speak at the CPCP Annual Meeting about keeping our neighborhood safe. Kellie White reported burglaries and attempted child abductions in other Mt. Pleasant neighborhoods. Jamie said that he would talk to the Mt. Pleasant police about possible programs and security measures. It was suggested that various safety precautions be put in the next newsletter.

COMMUNITY INFORMATION SUBCOMMITTEE

Kellie White said that the Creekside newsletter would be issued at least twice a year, possibly June and January—prior to the annual meeting. Other flyers could be distributed at times when urgent communication is needed.

Minutes April 6, 2009

The regular meeting of the Creekside (CPCP) Homeowners Board was held Monday, April 6, at 707 Angus Court. Members in attendance: Betty White, Rick Lambert, Nancy Harlan, Dorsey Condon, Kelly White, Becky Campbell, Mike Frenzel, Carolyn Yarbrough. Members absent: Jamie Bruce, Millie Day, Henry Savage, Pat Tobin.

The meeting was called to order at 7:35 p.m. by Betty White. The minutes of the March meeting were read and approved.

The Treasurer, Dorsey Condon, distributed the Treasurer’s Report and stated that 82% homeowners dues were paid; 27 families were outstanding. Carolyn Yarbrough said that she would contact those on the list. The US Mail will be used next year to send invoices.

Guest Speakers: Fred Scott and Mark Ragsdale reported on the management, activities and fiscal state of the Creekside Tennis & Swim Club. Fred also gave a history of the club.

BOAT LANDING

Mark Ragsdale said that the dock had been rebuilt and two loads of dirt were used to fill pot holes. A new fence and gate are needed. The creek needs to be dredged.

PARKS & PLAYGROUNDS

Carolyn Yarbrough reported that Jason Shamis will charge $11,100 per year for the park mowing ($925 per month). This includes cleaning some areas.

The meeting adjourned at 9:15 p.m. Kelly White made the motion to adjourn. The motion, seconded by Becky Campbell, carried.

The March 2, 2009 Board meeting of the Creekside Homeowners was held at 707 Angus Ct and was called to order at 7:35pm by president Betty White.

Attending were Mike Frenzel, Rick Lambert , Becky Campbell ,Dorsey Condon, Carolyn Yarbrough, Mark Ragsdale, Betty White, Nancy Harlan Pat Tobin, Henry Savage and Millie Day, Kelly White and Jamie Bruce were not present.

The Treasurer reported that 69% of 3009 dues had been paid (110 of 160 homes) District reps will contact unpaid homeowners and no late fees will be charged at this time.

Annual Meeting Minutes

The 2009 annual meeting of the CPCP was held on Monday, February 9, in the
Mt. Pleasant City Building Courtroom. The officers present were Becky Rakestraw, President, and Michael Scarfile, Treasurer.

Becky Rakestraw called the meeting to order at 7:35, with 25 people in attendance.
The 2008 annual meeting minutes were presented by the President, and approved
by acclimation.

Each person received a printout of the treasurer’s report. It was approved by
acclimation.

The many accomplishments in 2008 were mentioned:
A “meet and greet” at district representatives homes with good results
A social committee party chaired by Betty White
A new light at the boat landing
New less costly landscaping service (Jasons)
Large tree cutting work in the park
Some street repair by the city
A dues increase of 10%

The slate of officers for 2009 are:

Rick Lambert- Vice President
Dorsey Condon-Treasurer
Nancy Harlan-Secretary.
These officers were elected by acclimation.

The new President reminded that all board meetings are open, and held on the
first Monday of each month. The next will be on March 2 at Betty White’s home.

The President thanked the outgoing officers: Becky Rakeshaw, Ellen Henderson, and Michael Scarfile for their leadership and the successful year. Included in her thanks were the 2008 district representatives: Jamie Bruce, Mary Bunch, Dorsey Condon,
Millie Day, Mary Lester ,Jeannie Lyles, and Pat Tobin. Also Carolyn Yarborough-
parks, Rick Lambert-architectural review, Mark Ragsdale-boat landing, Marjory
Rath_Creekside directory, and David Dangerfield-neighborhood sign. The Mens and
Womens Clubs were recognized for their help and support. The social committee
did a fabulous job organizing the party last fall.

The status of our relationship with the Tennis Club was raised, our need to connect,
and the importance if the Club to Creekside was stressed.

The over filled trash containers at the playgroud were mentioned Maurice Cave
volunterred the use of his trash container. Carolyn Yarbrough will contact Jason.

The meeting was adjourned at 8:15. Bart Antine made the motion. Maurice Cave

Neighborhood Open House

You may see signs, balloons, and lots of cars on Tuesday, January 13th. The homeowners who have homes for sale right now have banded together to hold a Creekside Open House. This will be an opportunity for these homes to be on display (as well as the neighborhood) and be open to possible homeowners.

The Open House will be held from 11am-1pm on Tuesday and different menu items will be available at the homes.

Candles and Directory information

We will be dividing these candles into bags of 10 NEXT FRIDAY, DECEMBER 19 from 5 - 7 at my house (825 Creekside Drive). Kids are welcome--even if they can't count to 10 yet. I'll have some liquid Christmas cheer and snacks, so please join us. It was actually a fun time last year.

You will be hearing from your block captains shortly about ordering candles and directories. Candle sets are again $10 and directories remain $5. PLEASE TURN IN YOUR MONEY BY DECEMBER 18--checks are made to Creekside Women's Club.

New this year--if you are out of town on Christmas Eve, but still want to participate, please let me know. I'm sure there are some enterprising youngsters in the hood who would be more than happy to help.

Board President Becky Rakestraw opened the meeting at 7:30pm at her home on Creekside Drive.

Vice President – absent

Secretary –The district reps need to have correct addresses, email, phone numbers of the homeowners in their districts because we don’t want to be still collecting dues again in Nov next year. If the DR’s can obtain this information ASAP on a spreadsheet then we can compile it and streamline the communication next year.

Treasurer – absent but more dues checks have come in.

Old Business:

We discussed raising the dues next year. Carolyn brought up that since the economy is hitting everyone that this year might not be a year to raise the dues more than the usual 10%. Becky asked for thoughts on raising the dues to $200. Further discussion will be held at the January board meeting which everyone needs to be in attendance.

New Business:

We concentrated on getting nominations for the slate of officers next year. Some names were discussed and Becky will contact them to see if there is any interest. Becky will be stepping down as President. We also discussed having more of the neighborhood meet and greets at DR’s houses in March of 09 and giving neighbors a chance to meet.

Parks and Grounds – no report

Reserve Lot and Boat Landing – there is a boat and a trailer that have been left in the boat landing area. The boat owner was contacted and the boat removed after the meeting. We just need to continue to stress that personal items cannot be a in this area over night or longer because it is not fair to all the other homeowners who would like extra storage area too and would like to use the boat landing grounds as a personal storage area.

Women’s Club – Carolyn Yarborough said that this year the Garden Club will be organizing the candles and directories but then the “ownership” will be turned over to the Women’s Club to continue. Also, the ads that are being sold in the back of the directory are going well and the money will be used to support the Women’s Club. The Garden Club will be decorating the street signs again this year.

Creekside Women's Club is planning neighborhood caroling!

The Creekside Women's Club invites you to join us for Chidlren's Caroling on Sunday, December 21st. Come to the Jordan home on Scottlland Drive at 4:00 pm. Children will leave to carol around the neighborhood at 4:30 pm.

Hot chocolate, hot totties, yummy food and festive treats for waiting adults and children when they return. Adult cheer and caroling children goody bags provided. All ages welcome for caroling! Traditional christmas music song sheet to be provided for practice.

Advertise in the Creekside Directory

In this year's Creekside Neighborhood Directory, we are giving homeowners an opportunity to advertise their businesses - including any children who cut yards, clean boats, babysit, etc. With how the economy is going, we thought this may be a good way for all of us to know what businesses are available from our own homeowners and "keep it in the family" as well as offset the cost of printing the directories. The directories are ordered and delivered at Christmas time.

Halloween Festivities Planned

The Creekside Women’s Club will once again provide pizzas and lemonade on Halloween for all of the kids (if you can help please contact Galen Howell or Deanna Jordan). Start time will be after work (5:30- 6ish) at the Creekside Clubhouse. Trick-or-Treating will begin as it begins to get dark and the Men’s Club will provide the “Haunted Hay Ride” also leaving from the Clubhouse. From 7:30 until 8:30 the ride will be for the smaller kids, and from 8:30 until 9:30 we will spook the bigger ones.
Unfortunately, due to some attacking of the park monsters last year, each child will need a parent or guardian with them on the ride. We’ve enjoyed the event yet need to keep everyone safe and appreciate your understanding.

Old Business:

Becky has reached out to the Swim and Tennis club via Mark Ragsdale. She sent an email to him on 9/12 and was told that their committee would discuss future meetings with the homeowners board and any collaboration. We have not received a response.

Covenant violations were discussed – please keep note that political signs are not allowed.

The Social on September 21st was praised for how well the turnout was and how well it was planned.

New Business:

Becky noticed that the stop sign at Creekside/Scottland was missing. She is going to get in touch with the Town of Mt Pleasant regarding replacing this.

At the November meeting we need to concentrate on getting a nominating committee together.

8. The Mt Pleasant Police Dept came by and visited with us last month - the main takeaways were:
*Lock it or Lose it (This means cars, houses, garages and lock up your bikes, etc)
*Report anything that you feel is suspicious - if there is not a record then they can not see if a pattern is developing
*When you report it, please let them know who you are so they have someone to follow up with and meet them - do not just call it in without talking to someone in person too.

Board President Becky Rakestraw opened the meeting at 7:30pm at her home on Creekside Drive.

Vice President – Betty discussed the upcoming neighborhood social on Sunday, September 21 from 5-7pm and thanked her committee, which has done a fantastic job. Now this party can be held yearly since the committee has done such a good job of organizing everything.

Secretary – please continue to look at the website and gather any email addresses of your district. Becky asked the District Reps to get their district member’s emails so they can be more involved and the monthly email will be sent to DR and then forward to district members. Ellen will get an email list of the neighborhood to the DR because the list is too large to send out a blast email from Ellen’s computer. In the future, the monthly “news” will be sent to the DR’s and they will be responsible for forwarding out.

Treasurer – Discussion was held regarding the 2008 homeowners dues that are still being collected. If homeowners do not remember if they have paid they may contact their District rep. There are about 10 homeowners who have not paid and they will be contacted via postal mail sent by Michael. The amount due is $137.50 and can be sent to CPCP, PO Box 418, Mt. Pleasant, SC 29465 –

Old Business:

Neighbors still need to continue to be on a neighborhood watch for the vandalism. Please contact the police if you have any complaints and the police can be sent out to rectify the matter. The Men’s Club had organized a meeting where the MPPD came to discuss the recent car break-ins and everyone felt it was very impactful.

Discussion continued about the Hermitage annexation. Melinda Lucka is being asked to look into it as well as Becky will talk to Leroy Pearson regarding progressing further with this subject.

Covenant violations were discussed – there did not seem to be any issues that were of any major problems.

New Business:
The Social on September 21st was further discussed.

There was discussion regarding the neighborhood directory and selling ads in them – Becky was going to reach out to Miles Jordan about helping Marjorie with the ad portion of the directory. The money raised would go to the park and tree projects.

There will be a January Meet and Greet to layout what the February meeting will entail so that all the homeowners are aware of the Board’s plans.

Parks and Grounds – everyone felt tat Jason’s Lawn Maintenance was doing a good job.

Reserve Lot and Boat Landing – official committee not yet formed – Becky was working on getting them together.

Tennis Club Liaison –Becky attended the last meeting of the tennis and swim club committee and the October Board meeting will be solely devoted to a collaborative meeting with the Tennis and Swim Club committee.

Social - The next social committee meeting is Paulette Cantey's house on Wednesday, Sept. 17, at 7:30 p.m. to discuss the party.

Architectural Review – There was a lot of discussion regarding the fence that has been erected on the power line easement on the right before the entrance to Wharf Indigo. The homeowners are going to be contacted.

Tennis Club Liaison –the tennis and swim club committee will be formally asked to attend next month’s meeting so we can discuss the ongoing relationship between the neighborhood and the tennis and swim club.

Recycling update!

The recycling truck came extra early today and the driver asked that we share this information with our Creekside neigbours: he will continue coming very early for the rest of the summer to try and get done with the route before the heat of the day sets in. He asked that everyone put their bins out on Monday night so please mark your calendar for June 30th since the next recycling pick up date is July 1.He will resume the regular schedule once the summer is over.

Old Business: Becky discussed the assessment – it was agreed upon that a assessment would NOT occur this year so that we can get a full business plan of what upgrades need to be made to the neighborhood and then the homeowners association would vote on a due increase at the February 2009 meeting that would include these upgrades.

There are still political signs in yards. Neighbors need to keep in mind that with the political elections starting up that there are to be no political signs in the yards per the Covenants. The exception is for “for sale” signs and yard of the month. Contractors’ signs are also forbidden.

Neighbors still need to continue to be on a neighborhood watch for the vandalism.

Hermitage annexation discussions were held regarding whether the homeowners in Hermitage and Wharf Indigo could be approached and individually decide to become members of the homeowners association. Legal Representatives from Creekside Homeowners association will get with a representative from the Hermitage and Wharf Indigo to determine the legality of doing this. And then this will be presented and voted on by the homeowners at the February annual meeting. Creekside covenants do discuss annexation and we do require a 2/3 vote of our membership.

Pinckney Carter has been called about how much more insurance would cost to add more homeowners.

New Business: Neighbors need to be reminded that they need to be considerate when caring for their lawns and home projects and that these projects are not being done at hours when others may be sleeping.

Reserve Lot and Boat Landing – Thomas Henderson has done research on adding DO NOT PARK signs to the boat landing turnaround area. It was approved that he could move forward with purchasing signs and posts to display these signs.

Tennis Club Liaison – A member of the tennis and swim club committee will be formally asked to attend each month’s meeting

Social - Betty White has agreed to head this committee and held a meeting of the committee at her home on May 28th. She submitted the Social committee minutes at this meeting. Packets will be made up for the new homeowners and Betty will keep the packets at her home but district members will be responsible for distributing. District reps are asked to contact Betty with the names and addresses of any new homeowners who have moved in to Creekside in the past two years so these packets can be given to them.

There will also be a social for new homeowners in September. The social committee will send invites out in September and the invite will state the names of the new homeowners NOT the couples who are hosting the event. If any homeowner would like to be a host couple/person, they can contact Betty White and the first 25 couples/people who respond will be accepted as hosts. The hosts will be asked to contribute $50, which would cover the cost of the liquor/wine, paper products, food, etc.

Treasurer – gave report of outstanding dues. District members were given a list of the homeowners in their district who have not paid the annual dues and the district members will contact them to let them know that they have until June 1 to pay the dues or they will begin to be assessed.

Old Business: Becky discussed the assessment – it was agreed upon that a date would be selected to vote on the assessment at the next board meeting in June. We need to gather as many outstanding dues now before we try to collect the assessment. The assessment will be for capital improvements on the boat landing such as to replace existing gate and also park tree work

Neighbors need to keep in mind that with the political elections starting up that there are to be no political signs in the yards per the Covenants. The exception is for “for sale” signs and yard of the month. Contractors’ signs are also forbidden.

Vandalism continues to be a problem at the boat landing and areas of the park. It was discussed whether a camera installed at the boat landing would help to deter some of the vandalism. Research on this would occur after the assessment.

Parks and Grounds –Men’s Club will be approached about helping to trim the boat landing.

Reserve Lot and Boat Landing – Ryan Smith has contacted the Boat Landing committee with a quote for a new electric fence with card key access. He will forward this quote to Becky.
Also, there have been complaints that homeowners are leaving their boat trailers in the “turn-around” inside the boat-landing fence, which doesn’t allow cars to turn around the boats and back up to the boat landing. If homeowners are going to use the boat landing, they need to park their trailers in the parking lot/common area outside the fence between the Ragsdale and Buchanan’s homes.

Tennis Club Liaison – more research will be done regarding homeowners becoming members of the tennis and swim club.

Social - Betty White has agreed to head this committee.

Architectural Review – no report

Covenant Committee – the Covenant Committee as it stands will be dissolved and now be made up of the board and two non-district members yet to be named. District members have been asked to address any covenant “problems” themselves by phone or in person with the homeowner. If the district member feels that there needs to be more interpretation of the covenant violation or that the situation is too “large” to handle on their own, then the district member will bring it to the attention of the board at the monthly board meeting.

Men’s Club Liaison – no report

Women’s Club – Deanna Jordan has agreed to step up and become President of the Women’s Club.

Creekside Wide Yard Sale!

The Women's Club will be organizing a neighborhood-wide Yard Sale on Saturday, May 31st (the weekend after Memorial Day). The yard sales will be held in your own yard if you want to participate and a balloon will mark your house - no lugging anything to the clubhouse as it was done in years past. Sue Ivey is coordinating for the Women's Club and please let her know if you want to participate so she can get a balloon for your mailbox to indicate that you are one of the participants - her email is s-ivey@comcast.net - she will be putting an ad in the paper and signs up too.

Old Business: It was voted on and approved for the light at the boat landing which will be a separate bill form SCE&G and is a commitment of 2 years. The cost is $30/month.

No new word has been heard from the Hermitage about joining the Homeowners association.

New Business:
The neighborhood wide get-together at each district reps’ home was held on Sunday, April 6th 4pm-6pm for everyone in a district to meet as well as discuss any issues they may want brought up to the board. There were some houses that had more attendance than others but all in all seemed to be well received. At this meeting, the Neighborhood Watch program was discussed and decided that the neighborhood would become more alert and look out for one another. There will be an Mt Pleasant sponsored website that homeowners will be able to go on to report issues. There were many homeowners who signed up for committees. There was also the announcement that an assessment of $150 of each homeowner would be taking place for capital improvements to the park and boat landing.

The town of Mt Pleasant has started to remove the roots under the street on Scottland drive near the islands. Construction started today and then that area of the road will be repaved.

Neighbors need to keep in mind that with the political elections starting up that there are to be no political signs in the yards per the Covenants. The exception is for “for sale” signs and yard of the month. Contractors’ signs are also forbidden.

There has been a complaint regarding trash, debris, plastic trash bags in the island – this is also not allowed. Garbage should also not be placed in the park entrance ways in order not to block the paths.

Golf carts – a continuous problem that drivers need to be aware that it is a privilege that we are allowed to drive the carts on the streets. Please do not drive the carts in the park and in homeowners’ yards that are on the park.

There will be a neighborhood wide get-together at each district reps’ home on Sunday, April 6th 4pm-6pm for everyone in a district to meet as well as discuss any issues they may want brought up to the board. This will be BYOB and appetizer to your district rep's home. Look for a flyer before Easter to remind all homeowners of the get-together.

At this meet and greet there will be a small informal meeting that your district rep will lead at 4:30pm to discuss the board's plans for the year and take any ideas you may have. Also this will launch the Neighborhood Crime Watch initiative to help deter any vandalism in the neighborhood.

The meeting began with the welcome from Becky to the new board, and she explained the roles of the district members. It was agreed upon that the Board would continue to meet the first Monday of the month at 7:30pm at Becky’s home with possibly taking the summer months off.

Treasurer – Still receiving dues. Will email the current status of the account to the board.

New Business: Officer Meiner came to talk to the board about the vandalism in the neighborhood and our concerns. He informed the board about how to start a Neighborhood Watch, which would need 50% participation from the neighborhood. He encouraged neighborhood parties to announce the plans as well as create camaraderie amongst the neighbors. He did say that it would be up to the neighborhood to make up their own rules and regulations on how they want the Watch to operate. The Watch would need to have coordinators throughout the neighborhood but since Creekside already had district reps then the district reps could be the Neighborhood Watch coordinators. The neighborhood would also need to decide if we wanted to have a foot or vehicle patrol consisting of volunteer neighbors or be eyes and ears for each other. We also need to be better about reporting suspicious activity and have more lighting. The sign needed for a Neighborhood Watch is an expense paid for by the neighborhood not the Police Dept. He did mention that some neighborhoods would have off duty policemen patrol areas for $25/hour with a 4hr min. He is going to send Becky further information on the Neighborhood Watch program.

It was decided and discussed that there will be a neighborhood wide get-together at each district reps’ home on Sunday, April 6th 4pm-6pm for everyone in a district to meet as well as discuss any issues they may want brought up to the board. At this meeting, the Neighborhood Watch program will be launched. Ellen will come up with a flyer and distribute to district members to hand deliver to their district homeowners.

Finance – Michael Scarafile – see above

Parks and Grounds – Discussion regarding extending Lawn Ranger’s contract for maintenance of the common properties. A quote was received by Jason’s Lawn Service, which is $500 less a year, and so it was voted on and approved by the Board that Jason’s Lawn Service would be awarded the lawn maintenance contract for a one-year trial.

Pat Tobin asked that he be able to contact SCE&G about cutting down the trees around the lights in the neighborhood since they are blocking the lighting.

Reserve Lot and Boat Landing – Mark Ragsdale is to begin construction on phase one of the boat landing by month’s end. Also, Becky talked with SCE&G about putting a light at the boat landing and received a quote for the cost. It was tabled until the next meeting to make sure we look at all lighting options.

Tennis Club Liaison – Becky talked about her desire for all new homeowners to be members of the tennis and swim club and for all present homeowners to be grandfathered in so they would not be required to join. This will be a topic that will be researched and discussed at future meetings.

Social - the Social committee’s purpose is to greet new homeowners and Becky would like neighborhood information made up and presented to all new homeowners. District reps will still be responsible for delivering the copy of the covenants. DeVeaux Carter was mentioned as a good person who would be willing to work on the Social committee.

Architectural Review – no report

Covenant Committee – Discussion regarding the covenant committee and its scope continued. There was a suggestion that the covenant committee meet to discuss all concerns first before acting. It was then agreed upon that if there are any covenant concerns that the homeowner be reached by phone first by their district rep to discuss the problem. Second, a letter will be sent if there cannot be any resolution to the matter and the homeowner has the ability to come to the board with any concerns or questions about the letter.

Annual Meeting
February 6, 2008

Board President Carolyn Yarbrough opened the meeting at 7:10pm at the James B. Edwards School Cafeteria. There were approx. 27 homeowners in attendance. There was not a quorum present but with the absentee ballots there was a quorum.

2007 Annual meeting minutes were read by Ellen Henderson and approved by the membership. Carolyn welcomed everyone and discussed 2007 minutes addressing the issues that were discussed last year.

She reiterated that homeowners need to contact their district members if there are any problems that they cannot take care of themselves.

The golf cart situation has improved but is not 100% better. If you see someone in the park, please do not hesitate to let him or her know that no motorized vehicles are to be in the park.

There was a suggestion last year that we add signs to the park about motorized vehicles and keeping up after pets – it was determined through the year that this would be too costly.

Treasurer was absent but Carolyn discussed the proposed budget for 2008. Copies will be made available to be picked up from her house if interested as well as copy will be on the Creekside website.

The dues were raised this year to $137.50. We have a lot of property to keep up and for safety reasons need to keep up the appearances. It costs about $10,000 to maintain the park and common areas. Carolyn reviewed the budget for the membership highlighting the boat landing repairs, which will be done in phases. The park will be worked on to cut back trees for safety and storm precautions. Tree Clinic will be doing the first phase of this project around the playground area. Carolyn announced she would be in charge of the park area in the upcoming year.

Rick Lambert discussed the role of the Architectural Review Committee. If you have plans for your house, please go through the ARC. There are 2 architects on the committee who give excellent feedback. They had 8 submittals during the year. Robin Buchanan asked where the forms could be found and Rick suggested making it available in PDF form for download.

Carolyn made note that there should not be any construction company signs in yards as advertisements – the only permissible signs are “for sale” and “yard of the month” signs.

Mark Ragsdale discussed the work that will be done on the boat landing. The construction on the dock hopefully will take place before spring. The fence needs to be changed and the road to the boat landing needs to be filled in and re-graded. The Board had previously approved these changes in phases to allow for allotment of funds. Also there was discussion about changing the boat landing key each year to limit access to non-homeowners and charging more. Mrs. Crane mentioned that the lock used to get changed yearly.

Carolyn commented that cars and golf carts are using the cut-through between Equestrian Drive and Creekside Drive and this needed to stop and a solution is being worked on.

Mary Lester discussed the work that had been done to the playground this year. Just for Fun Co. came out and inspected the equipment and made some repairs as well as added mulch. Thanks to the Men’s Club for volunteering to spread out the mulch, which help to keep down costs.

Comments regarding the lawn maintenance company that is presently being paid to upkeep the park. Better tabs need to be kept on the company to ensure we are getting good service. This job may go out to bid once the contract is over in April.

Mark Ragsdale is also President of the Creekside Swim and Tennis and alerted the membership of the $7000 plus in damages the club has incurred as a result of vandalism. The fire pit was destroyed, new volleyball nets were ripped, furniture from the clubhouse was thrown off the deck onto the tennis courts and both men and women’s bathrooms were vandalized. This is an ongoing expensive problem. Police are routinely patrolling the area as a result but also the club will have to take severe measures by getting stricter after hours and installing cameras. The rule is no one under 18 years old is allowed on the property after 10pm if they are not in the presence of an adult.

Carolyn made the request that neighbors please heed the warnings of the Mt Pleasant Police Dept and lock their cars and take all valuables in at night since there has been a rash of vehicle break-ins. As well as it was noted that resident’s garages are being broken into for alcoholic beverages.

Carolyn commented that the trash on the streets looks much better and thank you to the resident for complying with putting away their garbage cans.

Leroy Pearson from Equestrian Drive announced at the meeting that the Hermitage has requested to become part of the Homeowner’s Assoc. They have 22 out of 33 homeowners who have signed in agreement. They need ¾ of their homeowners to formally request membership. There then would need to be a 2/3 vote by the Creekside Homeowner’s Association to allow for the annexation. This vote would probably occur by a door-to-door voting petition. There was a question regarding if Wharf Indigo was going to join as well but no one from Wharf Indigo has approached the board about joining. Thomas Henderson commented that by bringing in the Hermitage homeowners that will only add revenue to the association and therefore it is a good move on everyone’s behalf. It was noted that there are 160 homeowners and 157 homeowner association members. A yearly letter will be sent from here on out to the non-members asking for them to join so it will be on record.

Questions were raised by various homeowners about future assessments and/or separate funds set up within the treasurer’s fund designated to boat landing, playground and/or park. This will be talked about with the new board to see how to proceed. The question was raised if this was a non-profit tax-deductible donation. Also the idea was thrown out for the membership to make a wish list of all projects we would like to be seen done and then put a value on that as well as a maintenance value and assess members that fee. Again, this will be discussed amongst the 2008 board. It was also noted that Creekside Homeowner’s dues are very low in comparison to other neighborhoods.

Jessica Browning commented on the speed of cars on Creekside Drive and what we could do to help slow traffic.

The motion to approve the nominations for the new board members was made by Bob Bergmann and seconded by Melinda Lucka – all membership was in agreement.

Carolyn thanked the membership for a successful year with much done by the board such as cleaning the shrubs at the boat landing and park, instituting monthly board meetings, better communication via newsletters and neighborhood website, and getting a new PO box.

New President Becky Rakestraw thanked Carolyn for all her hard work.

Board President Carolyn Yarbrough opened the meeting at 7:30pm at 810 Creekside Drive.

Vice President – will work on the newsletter for after the annual meeting.

Secretary – we are going to try to capture email addresses of homeowners at the annual meeting so that they can receive notices by email regarding the neighborhood.

Treasurer – submitted the 2008 budget and reviewed the 2007 expenses. Discussion about not taking any money from the reserve account to fund any of 2008 projects since this is our “rainy day/hurricane account.” Becky Rakestraw moved to increase the annual dues by 10% making the total amount $137.50. Ellen Henderson seconded the motion, and it was agreed on by the board. Notices regarding the annual meeting and the collection of dues will go out Jan 15th to the homeowners.

Old Business: Leroy Pearson from the Hermitage has 23 homeowner’s signatures from the Hermitage stating their desire to be included in the Creekside HOA. This will be discussed at the annual meeting.

Committees:

Finance – review of 2008 budget

Common Grounds – Carolyn reported she had obtained an estimate for tree work. There will be a subcommittee on the 2008 board that will raise funds to “Adopt a Tree” for the homeowners in the park to help maintain the park and health of the trees. Carolyn will lead this group. Betty White moved to go ahead with phase I of the tree work defined in the estimate the Board received which would be 2 days worth of work at $1900/day totaling $3800 beginning in February.
Mark Ragsdale of Creekside Residential submitted an itemized estimate for work on the boat landing. It was discussed that the estimate consisted of 3 parts and they would be divided into Phases with the most urgent items being in Phase I and the cosmetic items being in Phase II and Phase III. It was decided that in the 2008 budget, there was enough money to fund Phase I which would be the removal and replacement of all boards on the existing dock, handrails, benches, planks, bumpers, etc and the materials. Phase II would be grading the entire area from the street to fence and beyond fence area approx. 50 ft – fill and grade with fill dirt and tamp areas. Install “spray grass” or “highway grass” to entire area. And Phase III would be removing and replace existing chain link fence with more user friendly and appealing fence. Phase II and III would occur in 2009 unless monies could be raised by homeowners who wanted to see these events happen sooner. Also there was discussion of coming up with a solution to fill in the area of land that connects the boat landing to the end of Equestrian Drive so that this is not abused by golf carts. Phase I was approved by the board.

There was a gutted deer and a pig from a barbecue party dumped at the boat landing and the homeowners will be reminded at the annual meeting that there is no dumping at this site.

Carolyn discussed cleaning the boat landing sign with disinfectant to make it more visible.

Mark will be asked to bring the boat landing keys to the annual meeting so that homeowners can purchase them.

Tennis Club Liaison – Mark Ragsdale has reported in a letter to Carolyn that there has been much vandalism at the Tennis Courts after-hours. It will be reported at the Annual meeting and in the newsletter that there should not be any children at the tennis center after 10pm without adult supervision.

Wednesday, February 7, 2007

The meeting was called to order by president John Sorrell.

The first business to discuss was the new boat-landing fence that was repaired. It was determined that one part of the fence may have to be moved to prevent boat from hitting it while backing out.

The treasurer was not present due to a death in the family so we did not have a report of current funds.

Boat landing - Mark Ragsdale will still watch over the boat landing. A light will be replaced at the landing.

Dorsey Condon voiced a complaint about overnight cars, trailers and boats being parked at the boat landing overnight. It was reported by the board per the covenants that this was not allowed.

Dave Harlan reported nothing new as the liaison with the town.

Jay White reported nothing new with the Men's Club.

There does not seem to be a Women's Club anymore.

Carolyn Yarbrough reported that she, Rick Lambert and Ellen Branham are still in charge of any construction projects that need to be reviewed. Carolyn stressed that any project involving the exterior of the home excluding painting must be brought before the ARC.

It was reported that the tennis and swim club had new lights installed; the ladies bathroom on the clubhouse side was redone.

NEW BUSINESS
A resident inquired about why several people on Creekside Drive were not members of the HOA and wanted to make a motion to make them join. It was explained that they had been grandfathered in as not belonging to the HOA and it could not be changed.

Several residents complained about golf carts driving through the park and how dangerous it was plus the fact that these children were underage and did not have a driver's license. Mark Ragsdale spoke up and said that he knew that one of the accused was one of the Jones' children that live on Wharf Indigo and that they had been approached about this.

Another complaint was about dogs barking all day and night. The residents were advised by the board to write a complaint to the board and they in turn would report the disturbance to the police.

A motion was made to contact the police dept and have them print up a flyer with their logo on the paper station the Town laws on operating golf carts and distribute to everyone in the neighborhood. It was also agreed to ask the police dept to patrol the area.

Dave Harlan wants to install (or have the board do it) two posts to prevent golf carts from coming down the path beside his home in the park.

A motion was made and seconded that nice wooded signs would be made to put at the entrances to the park that informed residents to pick up after your dog (provide bags) and to say "no motorized vehicles in the park."

It was determined that there was not a quorum at the meeting (only 38 residents were in attendance) but the president decided to hold the vote on the new board anyway. The slate of officers was unanimously voted in and seconded for the proposed district reps.

Edith Crane mentioned that she would like a 3-day notice on the information board of all upcoming board meetings.

It was suggested by the board that we could all be conscious of our property values by keeping our own yards well maintained and keeping trash back out of view until close to pickup day. Linda Ett voiced her concern over trash and construction materials that are left out all through the weekend and that several people outside of the area had commented negatively on the trash.

Jeanne Lyles stressed that if we are going to have covenants that they must be enforced. She said the board has a fiduciary duty to uphold the covenants and bylaws.

Someone mentioned trying to fix the drain in front of the Stout's house to get rid of the standing water after it rains.

District rep reported she had had personal contact with this homeowner in regards to sending in dues, and treasurer reported he also had made contact. District rep and another board member will try to make contact again as a reminder.
Current holdings are $ 19, 610, with 10,000 of this amount in a CD. Treasurer reports needing $5500 in planned bills for homeowner's insurance due and for park maintenance through end of calendar year.

Old Business:
Golf Carts- addressed by Carolyn who has had several contacts with city police, and at this time we will not be sending out a letter as the situation in the neighborhood seems to have markedly improved in regards to safety and compliance with laws.Hermitage- Leroy Pearson spoke with the board about his efforts to bring Hermitage into the Creekside Homeowner’s association. He stated most persons living there now have a copy of the Creekside Covenants, and his general consensus was favorable among persons he had spoken with in Hermitage.
Question was raised by the board as to where the incorporation documents were for Hermitage, and question about where the exact property lines were for the Hermitage were raised. Mr. Pearson will do more research and report back to the Board.

Playground repair proposal - Mary Lester obtained this proposal in written form, and the proposed expense was voted on and approved by quorum present of the Board. The amount approved was $320.00. Board also voted and approved expense of $260.00 for purchase of mulch to be spread at the playground site. Labor to do this was to come from the Men's Club

New Business:

No outlet sign- Carolyn called the City to have this sign replaced as there were complaints from homeowners, and sign was replaced promptly.

Common Grounds – Carolyn has agreed to have 3 contractors bid to do tree work in the park area, focusing mainly on the large oak trees, but also on trees that could represent a potential hazard to common or private property. The proposals will be brought back to the Board for discussion on how much to do at a time based on costs. There was also discussion about need for cleaning up vines, weeds in common areas such as entrance to Creekside.

She reports at this time there has been no complaints, and that all committee members were supportive and approved the structure she had suggested.

Looking for couples to organize New Neighbor Party!

We are looking for a few good couples and a house to host this year's New Neighbor Party.
There is no set date yet and no real organization yet.

The Creekside Women's Club is organizing and we have gotten a few responses back of couples willing to be a part of this Creekside Tradition.

In the past, there have been about 10 couples who put this party on to welcome all the new neighbors who have moved into Creekside over the past year.

She is working on a letter on behalf of the homeowners association regarding our views of the project and recommendations. There is concern of the dead trees and limbs in the park and it was approved to get quotes to have the trees looked at and cleaned up if needed.

Possible neighbor “tree adoption” was discussed per Bruce Wallace’s initial idea a few meetings ago. Melinda was looking into seeing if the donation to adopt a tree would be tax deductible.

Old Business: The following have been complaints received to the board on a continuous monthly basis. Reminders regarding the laws and covenants will go out to the neighborhood in the monthly newsletter to educate. The covenant committee will meet to discuss how the committee will respond to the enforcing of the covenants - a “courtesy reminder” will be sent to the resident then followed up with letter that Jeannie drafted and sent out via email in July to the board for approval. The board approved the letter but a “courtesy reminder” needs to be drafted and distributed to the board to approve.

There still have been several complaints regarding golf carts in the neighborhood and the safety issues. This situation is getting worse – Becky has agreed to have a booth at the Children’s Safety Day sponsored by the Women’s Club on Aug 25th from 9-11am to stress golf cart safety in the neighborhood. Also Carolyn will contact the Mt Pleasant Police Dept to express the neighborhood association’s concern about resident safety in regards to illegal and unsafe operation of golf carts in the neighborhood. The Town of Mt Pleasant Police Dept will be on hand to talk about safety with the children and adults, as well as do the ID kits for the children. The Fire Dept will be on hand as well to teach fire safety.

Leigh Dangerfield will be teaching the adults first aid and how many of us actually know how to use the safety equipment up at the Club?? I know I don't!

There will be many prizes for the children - but we need all the help we can get - please talk to Robin Buchanan about volunteering. We will discuss at the August 16th 7:30pm Women's Club meeting!

Golf Cart Safety Concerns are still ongoing

Mount Pleasant Police Department issued the following statement in 04:

"South Carolina Statute 56-3-115. requires the operator of a golf cart to be a licensed driver, obtain a permit from the Department of Highways and Public Transportation and provide proof of financial responsibility which will then permit the operator to:
(1) operate the golf cart on a secondary highway or street within two(2) miles of their residence during daylight hours only; and
(2) cross a primary highway or street while travelling along a secondary highway or street within two(2) miles of their residence during daylight hours only.As the parent and or guardian of the minor child it is your responsibility to ensure your child is not operating this type of vehicle without the proper license and permits. In accordance with South Carolina Statute 56-1-480 (unlawful to permit unauthorized person to drive) you will be cited and fined $217.50 if your child is found to be operating a golf cart without the proper license and permits after issuance of a warning.

The Mount Pleasant Police Department needs your assistance in this matter and hopes that this information will clear up any misunderstandings about golf cart operation and prevent a tragic accident."

The Town of Mt. Pleasant Website states:

"Can you drive a golf cart on the streets of Mount Pleasant?Yes, if the driver has a driver’s license, proof of insurance on the golf cart and has obtained a $5.00 dollar permit from the Department of Motor Vehicles. Then the golf cart can be legally operated on secondary residential streets and may cross a primary highway or street during daylight hours only within two miles of their residence."

The State Law says:
SECTION 56-3-115. Golf carts; permit to operate on highways and streets.
The owner of a vehicle commonly known as a golf cart, if he has a valid driver's license, may obtain a permit from the Department of Motor Vehicles upon the payment of a fee of five dollars and proof of financial responsibility which permits his agent, employees, or him to:
(1) operate the golf cart on a secondary highway or street within two miles of his residence or place of business during daylight hours only; and
(2) cross a primary highway or street while traveling along a secondary highway or street within two miles of his residence or place of business during daylight hours only.
SECTION 56-1-480. Unlawful to permit unauthorized person to drive.
No person shall authorize or knowingly permit a motor vehicle owned by him or under his control to be driven upon any highway by any person who is not authorized to do so by this article or in violation of any of the provisions of this article.
SECTION 56-1-490. Unlawful for parent or guardian to permit unauthorized minor to drive.
No person shall cause or knowingly permit his minor child or ward to drive a motor vehicle upon any highway when such minor child or ward is not authorized under this article or in violation of any of the provisions of this article.

Board President Carolyn Yarbrough opened the meeting at 7:35pm at 810 Creekside Drive.

April Board minutes were approved by email after the April meeting and then made available on the community website.

Vice President – no report

Secretary – no report

Treasurer – The board reviewed each district and who has and has not paid 2007 dues. There are over 53 houses that have not paid their dues. The district members will be calling these homeowners in the month of May with a dues reminder and information on the PO Box in the event the homeowner is unaware of the PO Box change. A letter will be sent as a follow-up to the call. After the June meeting, a statement with late fee charge will be sent to those who have not paid.

Michael did a review of the accounts – he suggested that we establish an emergency fund of $10,000 in a CD. The board voted and passed to establish this fund. He also transferred the savings account money to the money market account and closed the savings account.

Michael did bring up the question about whether the homeowners association has to file a tax return and will talk with past Treasurer James Wilson regarding this.

New Business:
There have been several complaints regarding golf carts in the neighborhood and the safety issues. There are three important rules to remember regarding the golf carts:
No golf carts are allowed in the park
Working lights need to be on the golf cart if it is being driven after dark – there have been several near misses
A licensed driver must be driving the carts at all times

Also, Cheryl Majewski in the Hermitage emailed Ellen to ask about the roots coming up through the asphalt on Scottland Drive near the “island” as being a hazard to cyclists – Carolyn was going to look into contacting the town about fixing.

Common Grounds – Carolyn Yarbrough for Tom Reilley and Bruce Wallace – The boat landing clean up was approved at the last meeting and Carolyn was present to supervise the four-hour clean up.

Becky said that on the third Sunday of the month, the Tennis and Swim Board meets with Fred Scott. She will attend one of those meetings with her Homeowners group to discuss topics.

Also, there have been concerns from some homeowners about children playing in the bushes behind the tennis courts and setting up forts. One concern is that it looks like a “fire pit” was being set up and some chairs from the tennis center have been taken over there. Becky was going to talk with Andrew to make sure he was aware.

Architectural Review – Carolyn reported these homes were approved:
The Riggs (986 Scottland) requested approval for putting in a circular driveway
The Bourdons (1019 Scottland) are adding a swimming pool.
Jeffery Motts/Marie Rountree (Shetland Court) – requested permission for exterior projects

Board President Carolyn Yarbrough opened the meeting at 7:30pm at 810 Creekside Drive.

March Board minutes were approved by email after the March meeting and then made available on the community website.

Vice President – Becky will be working on the newsletter to be sent out this month.

Secretary – trash pick up information is available on the website.

Treasurer – Absent from meeting but sent a detailed list of homeowners who had paid 2007 dues. All the finances are handled with Community First Bank. Security Deposit Box is there as well and Carolyn is reviewing items in the box.

Michael sent a concise financial report – since the closing date is the 29th of the month – the report will run with a lag of about 2 months Below does not include any of the 2007 dues.

Old Business:
There are presently 163 homes in Creekside. 3 of the homeowners are grandfathered and excluded from the homeowner association as members. All of these homeowners are in District 4 - 705 Creekside, 713 Creekside and 737 Creekside.

New Business:
Stephen Ammons has resigned from the Board as a district rep for District 4– Dorsey Condon was nominated by Carolyn and elected by the Board to serve out Stephen’s position until the next annual homeowners meeting.

Committees:

Finance – Michael Scarafile – see above in Treasurer’s report

Parks and Grounds – Tom Reilley and Bruce Wallace – This committee will combine with Reserve Lot and Boat Landing since they overlap and will be called COMMON GROUNDS. The committee will consist of Tom Reilly, Bruce Wallace, Mark Ragsdale and Mark Buchanan. The subject of renewing Lawn Ranger’s contract was up for discussion. There is a one-time fee of $650 for cleaning up the boat landing and then maintenance will be included in the normal landscaping contract. The normal contract would be for $885/month. It was moved to adopt the monthly maintenance contract and voted. The boat landing clean up was approved as well as long as there is someone from the Common Grounds committee present to supervise. Bruce is going to meet with Tom to review the maintenance contract.

Resident's of the Hermitage have asked about the possibility of using the boat landing. It has been determined that we cannot sell memberships to them as this would could not be done under the classifications in our insurance policy. The board, with the help of Leroy Pearson, are looking at our covenants and the Hermitage's to determine if there is a way to make the use of the boat landing acceptable to both groups.
Mark Ragsdale is in possession of the master boat-landing key and made copies for homeowners. It was moved and voted unanimously to increase the cost of the keys to $25 to cover cost of making the keys as well as to help in the maintenance of the boat landing.

Mark was not in attendance but had sent comments via Ellen Henderson. He suggests removing the green chain link fence and placing a bar that can be locked but allows cars to come and go such as the Sullivan’s Island Boat Landing. He suggests trimming the bamboo back and replacing the white ROC driveway with crushed landscape gravel. The committee will obtain on the fence option as well as the driveway gravel. Mark also has a receipt for the boat landing keys to be reimbursed.

Becky has called SCE&G about the light at the end of the dock – they are coming out to look at and get an estimate.

Tennis Club Liaison – Becky Rakestraw and Jamie Bruce
Becky is working to coordinate a future meeting where the Tennis and Swim club and Creekside Homeowners boards (homeowners who belong and do not belong) meet together with Fred Scott to provide better communication.

Social - Mary Lester asked for an update from the district members about the new neighbors who had moved in their districts – she is working on getting items to them and will report back to the board in May about what they received and who they are.

Architectural Review – Carolyn reported these homes are under review:
The Smith Family (710 Dragoon) requested approval for putting on a porch and adding an addition.
The Owens (721 Creekside) are adding a parking pad/driveway.

If any homeowners are planning on making any changes to their lots, please contact the ARB. There are two architects and a structural engineer who do provide good constructive feedback.

Covenant Committee – Discussion regarding the covenant committee and its scope continued. Committee will be made up of Melinda, Jeannie, John Sorrell, Bob Bergmann and Carolyn Yarbrough. The committee is still in need of a representative from Districts 1 and 4.

Men’s Club Liaison – Jay White and Ellen Henderson – no report

Women’s Club Liaison – Ellen Henderson reported that the Women’s Club met for the first time in March and the next meeting would be April 19th at 7:30pm at the Tennis Club. Possible Neighborhood Garage Sale the first weekend of May headed by Catherine Pease.

Board President Carolyn Yarbrough opened the meeting at 7:30pm at 810 Creekside Drive.

The meeting began with the approval of the February Board minutes. The future minutes, once approved by President and Vice President, will be available on the community website.

An email and phone list of board and district members will be emailed after the meeting to the members.

Vice President – Becky will be working on the newsletter to be sent out this month.

Secretary – Website up and running. Board members reviewed the questionnaire and made appropriate revisions. Ellen to get revised questionnaire to Becky to be distributed with newsletter. Once distributed, the questionnaire will be returned to district members after homeowners have filled them out. There was discussion about the idea of selling advertisement space in the back of the annual directory to homeowners who own businesses. Decided that we will see if there is interest and the ad size would be no larger than a business card. Ad prices will be determined later in the year.

Treasurer – Absent from meeting. Will be getting a new letter out to homeowners regarding the $125 dues which need to be made out to CPCP, Inc. and there is a new PO box – PO BOX 418, Mt Pleasant, SC 29465-0418. This new PO Box will be reflected on the website immediately. Each District member asked to get a list of each homeowner in his/her district to Carolyn by March 15th via email. From this list, Michael can get the letters out.

There was discussion of the annexation of the Hermitage since this topic is brought up each year – Carolyn is going to talk with Leroy Pearson to see if the Hermitage has covenants as well.

The access to the boat landing keys was discussed. Jamie Bruce suggested that the Board review the neighborhood’s insurance policy for any restrictions applicable to the boat landing. Mark Ragsdale is in possession of the master boat-landing key and is making copies for homeowners.

Tennis Club Liaison – Becky Rakestraw and Jamie Bruce
Possibility of future board meeting where the Tennis and Swim club and Creekside Homeowners boards meet together with Fred Scott to talk. Becky is going to coordinate.

Social - Mary Lester agreed that the Social committee’s purpose was to greet new homeowners. Social events will fall under the Women’s Club as it gets going. She is going to look at getting coupons from local businesses to give to new homeowners with a copy of the covenants. Please let Mary know if there is a new neighbor.

Architectural Review – Carolyn reported:
The Hollerback Family (948 Scottland) requested approval for new windows and siding and was granted. Noted that Page 27 and 28 of the covenants address the architectural review committee. This will be highlighted in the newsletter.
Also, the Osbornes (939 Shetland Court) are selling their house, and there is question about their fence being over their property line and on the park.

Covenant Committee – Discussion regarding the covenant committee and its scope continued. Jeannie Lyles has made suggestions via email, which will be reviewed by the committee. Melinda Lucka was asked to chair the committee. Committee will be made up of Melinda, Jeannie, Morris Cave, and Carolyn Yarbrough. Becky suggested that one homeowner not on the board be on the covenant committee to give well-rounded feedback. The committee would then need a representative from Districts 1, 4 and 5.

Men’s Club Liaison – Jay White and Ellen Henderson – Jay commented that he is hearing positive feedback about the new board.

February 19, 2007

Absent: Michael Scarafile, Jamie Bruce, and Mary Lester

Board President Carolyn Yarbrough opened the meeting at 7:30pm at 810 Creekside Drive.

The meeting was called to plan for the year. Carolyn welcomed everyone and discussed the history of Creekside as well as the function of the board.

Vice President – Becky will be responsible for the neighborhood newsletter. All Board members/directors information will be listed on the newsletter. A copy if the newsletter will be available on the Creekside Homeowners website. Decided that newsletter will go out 4 times a year via hard copy to homeowners. The district reps will help to distribute. First newsletter to go out after the next Board meeting.

Secretary – Take minutes of meetings, get information out to the board about upcoming meetings and other issues, Creekside Homeowners Historian, manage Creekside website, coordinate with David Dangerfield for notices about upcoming meetings on neighborhood entrance sign. Ellen is working on a homeowner questionnaire to be sent out with the newsletter – every board member received a copy for review.

Treasurer – Give financial statement at each meeting

It was decided and agreed upon that the Board of Directors meetings will be open to whomever wants to attend and will be held on the First Monday of each Month at 7:30pm at 810 Creekside Drive. The notice about each meeting will be posted no later than one week before to let the homeowners know so they can attend if desired.

Carolyn asked that if there are any issues in any of the districts that she be notified so that she can be aware and if it is a formal complaint that needs to be brought to the board that it be put into writing by the homeowner making the complaint so that nothing will be misconstrued.

Discussion regarding the covenant committee and its scope. Jeannie Lyles and Melinda Lucka to review and comprise committee and report at next Board Meeting. Also which covenants need to be featured in the newsletter as reminders. Need to confirm that each Homeowner has received his/her covenants.

Carolyn asked that if you can only come for a certain time to the Board meeting that you let her know in advance so she can work around you and you can participate.

Homeowners dues were discussed – letter needs to go out with 1-month extension. The PO Box on the Creekside letterhead may not be active – Carolyn is looking into it so that homeowners will not be inconvenienced.

Delivery of the covenants to the homeowners is the most pressing issue.

Function of the Directors – get to know the people in your district and keep them informed. Please let Angela Young with Social know of any new neighbors so that she can meet/greet.
